Stops the Commerce Department from requiring a national marine sanctuary authorization for undersea fiber optic cable work if a state or federal agency already approved it.

- Covers installation, continued presence, operation, maintenance, repair, and recovery
- Applies to undersea fiber optic cables in national marine sanctuaries
- Lets Commerce direct the National Oceanic and Atmospheric Administration to work with agencies on sanctuary harm
