Extends export controls to remote access of items

Adds remote access by foreign persons to the list of things covered by U.S. export controls, letting the Commerce Department license and penalize it.

• Remote access means a foreign person reaching an item over a network from another location
• Covers access through the internet or a cloud computing service
• The Commerce Department could also name other forms of access in its rules
• Applies the same licensing and penalty system used for exports of controlled goods
