Permanently puts fentanyl-related substances in schedule I
Keeps fentanyl-related substances permanently in the strictest drug category, with the same prison penalties as fentanyl-like drugs, and changes how researchers register to study them.
- Fentanyl-related substances stay in schedule I, the category for drugs with no accepted medical use
- Possessing or selling 100 grams or more carries a 10-year mandatory minimum prison term
- Researchers could register several related research sites under one registration
- Registered researchers could make small amounts of a substance without a separate manufacturing registration
