Requires Homeland Security to hold people in the U.S. unlawfully who are charged with or arrested for theft or burglary, and lets states sue over some immigration decisions.
- Covers people in the U.S. unlawfully or without the papers needed to enter
- Detention required if charged with, arrested for, convicted of, or admitting to burglary, theft, larceny, or shoplifting
- Lets state governments sue the federal government over certain immigration decisions or failures
- States can sue if the harm includes money losses of more than $100
