Directs the Small Business Administration to make sure the total cost of its federal rules to small businesses is zero or less each fiscal year.
- Applies to the agency's rulemaking in each fiscal year
- Counts cost of new rules plus changes to or repeals of existing rules
- Sets the yearly target at zero or less for small businesses
