Limits small business loans to citizens and green card holders

People applying for two Small Business Administration loan programs would have to give their birth date and certify that they, or all the owners, are citizens, nationals, or green card holders.

• Requires a certification that the applicant or all owners are citizens, nationals, or green card holders
• Makes asylees, refugees, visa holders, DACA recipients, and people without lawful status ineligible
