119th Congress
H.R. 2988

Sets rules for retirement plan investment decisions

Tells managers of employer-sponsored retirement plans to base investment choices mainly on money-related risks and returns, with some exceptions.

  • Investment decisions must be based only on factors that affect risk or return
  • Other factors can be used for some plans where workers choose their own investments
  • Plan managers cannot discriminate when choosing or keeping plan service providers
  • Managers must act for members on shareholder votes and give notices for plans with investment choices
