Adds crimes as grounds to bar or deport non-citizens

Makes stalking, child abuse or neglect, sex offenses, and domestic violence reasons a non-citizen can be barred from entering, and adds sex offenses as a reason for deportation.

• Stalking, child abuse, child neglect, child abandonment and sex offenses become reasons to bar entry
• Violating certain protection orders or committing domestic violence also becomes a reason to bar entry
• Any sex offense or conspiracy to commit one becomes a reason for deportation
• Domestic violence grounds for deportation expand to include physical or sexual abuse and coercive behavior
