Requires biosecurity standards for synthetic DNA and RNA

Tells the National Institute of Standards and Technology to develop best practices and technical standards for screening synthetic DNA and RNA, and to report to Congress.

• The science agency would do measurement research on screening synthetic genetic material
• It would gather outside groups to set and regularly update screening practices
• It would also work on safety standards for engineering biology and biological manufacturing
• The agency must send Congress a summary of the group's findings
