The Department of Homeland Security must plan and run a practice exercise for a terrorist attack that happens during extreme cold weather and harms vital systems.
- The practice scenario must include a terrorist attack during an extreme cold event, such as a polar vortex
- It must cover damage spreading to vital systems like power, water and public health
- It must look at how government agencies and private companies would work together to limit the damage
- Homeland Security must send Congress a report within 60 days after the exercise, including any suggested law changes
