Requires a report on U.S. petrochemical refineries

Directs the Department of Energy to have the National Petroleum Council publish a report on petrochemical refineries in the United States and ways to increase their capacity.

• The report must describe how these refineries contribute to U.S. energy security
• It must include projections for expanding refinery capacity and the risks they face
• It must list federal or state actions that have contributed to lower refinery capacity
• It must include recommendations for increasing that capacity
