Authorizes Medal of Honor for Vietnam War Marine

Lets the President give the Medal of Honor to James Capers, Jr. for his actions as a Marine in the Vietnam War in 1967.

• Covers his acts of valor from March 31 through April 3, 1967
• He was previously awarded the Silver Star for those actions
