Requires the Federal Protective Service to set testing and training rules for contract security guards who protect federal buildings and to assess its system for tracking guard availability.
- Within one year, set standards for collecting and reviewing covert test data on contract guards
- Guards who fail a covert test must get corrective training and a performance improvement plan
- Within 180 days, assess whether to replace or upgrade the system tracking guard availability
- Must tell building tenants about guard absences or coverage gaps and report to Congress
