Makes it a federal crime for doctors to give minors hormones or do procedures to change their body to a sex other than their biological sex, with some exceptions.
- Doctors could face up to 10 years in prison for giving hormones or doing procedures on minors
- Exceptions include care for people born with both ovarian and testicular tissue or unusual sex chromosomes
- The person who gets the care could not be arrested or prosecuted
- Broadens the existing ban on female genital mutilation so anyone who helps or agrees to it can be charged
