Requires power grid reviews before new rules are final

Orders yearly long-term checks on the electric grid, and lets the Federal Energy Regulatory Commission review proposed federal rules when the grid is short on power.

• The North American Electric Reliability Corporation would assess grid reliability every year
• If the grid lacks enough power, that group must tell the Federal Energy Regulatory Commission
• The commission then tells the Energy Department, the Environmental Protection Agency and others
• Agencies could not finalize some rules until the commission finds no likely big harm to reliability
