Requires state utility regulators to consider rules that make electric utilities plan for reliable power over a 10-year period, applying to utilities that use integrated resource plans.
- State regulators would have to consider 10-year reliability measures for utilities using integrated resource plans
- Reliable facilities must be able to run continuously for at least 30 days
- They must have fuel or an energy source on site for 30 days, or contracts that do the same
- They must be able to run in emergencies and severe weather and support grid frequency and voltage
