Narrows which waters count under the Clean Water Act

Changes the Clean Water Act's reach by defining navigable waters to leave out certain features, such as groundwater and streams that flow only after rain.

• Waste treatment systems would not count as navigable waters
• Streams that flow only in direct response to rain would be excluded
• Groundwater and prior converted cropland would be excluded
• The Army Corps of Engineers could decide other features to exclude
