Requires FEMA outreach on security grants

Makes FEMA give ongoing help to public groups applying for two community security grant programs, and survey them about how the programs work.

• FEMA must help public groups before, during and after grants are awarded
• FEMA must survey public groups each year about the grant programs
• FEMA must share the feedback and explain how it was used
• FEMA and the Government Accountability Office must report to Congress
