Expands border agency work in foreign countries

Lets Customs and Border Protection's air and marine officers help foreign governments fight drug, people and goods smuggling, and lets the agency pay money damages for harm caused by its overseas operations.

• Air and Marine Operations officers could help foreign governments find and stop drug, people and goods smuggling
• They could also track terrorist threats, help in emergencies and train foreign police
• The agency could pay claims for injury, property loss or death caused by its overseas work
• Claims must be filed within two years; the payment power ends five years after the bill becomes law
