Lets one federal lands pass cover two motorcycles

An America the Beautiful Annual Pass would cover the passholder's motorcycle plus one more motorcycle with its passengers at federal recreation lands and waters.

• One annual pass would admit two motorcycles, each with its passengers
• The change responds to a 2024 rule that limited a pass to one motorcycle
• The pass would also cover passengers in a noncommercial vehicle, as under current policy
