Transfers about 7 acres inside Vicksburg National Military Park to the state of Mississippi, free of charge, for a visitor interpretive center.

• The land must support public access to the park and can't harm the park or visitors' experience
• The Interior Department can add use limits, and the park boundary shrinks to leave the land out
