Changes federal definition of showerhead

Sets a new federal definition of showerhead for water efficiency rules, using the definition from the American Society of Mechanical Engineers, and tells the Energy Department to update its rules to match.

• Adopts the showerhead definition written by the American Society of Mechanical Engineers
• Requires the Department of Energy to rewrite its existing showerhead rules to match
• Replaces the Energy Department's own definition, which was rescinded under an April 2025 executive order
