Lets national parks extend leases without bidding

Allows the National Park Service to extend long-term leases of property inside national parks without holding a new competition for the lease.

• The tenant must have held the lease at least five years and be following its terms
• The Park Service must decide the extension is best for running that park unit
• Extensions skip the usual competitive bidding process
