Makes the Federal Communications Commission study 9-1-1 outages and hold public hearings after major disasters that disrupt phone and internet service, then publish reports.
- FCC must publish a report on 9-1-1 outages that current rules do not require providers to report
- Report must also cover whether adding pictures to outage notices is useful and practical
- FCC must hold yearly public hearings when a disaster reporting system stays on at least a week
- After each hearing, FCC must report outage numbers, length and type, plus ways to make networks stronger
