Federal contract solicitations could no longer set minimum education levels for contractor staff unless a contracting officer explains why the requirement is needed.
- Covers requirements met by education alone, or by education or experience
- Contracting officers must justify any education requirement they keep
- The Office of Management and Budget would tell agencies how to use alternatives to education requirements
