Sets deadlines and arbitration for first union contracts
Requires talks on a first union contract to start within 10 days of a written request, with mediation and binding arbitration if the two sides cannot agree.
- Talks must begin within 10 days after an employer gets a written request from a new union
- After 90 days with no deal, either side can ask a federal mediation service to step in
- If mediation fails within 30 days, an arbitration panel decides the contract, binding for two years
- Employers must keep current wages, hours and working conditions during talks
