Expands whistleblower protections for federal contractors

Lets employees of federal contractors and grant recipients refuse unlawful orders without being punished, and extends these protections to intelligence workers and state, local, or tribal employees.

• Adds refusing to obey an unlawful order to the list of actions protected from punishment
• Protections also cover intelligence community members and state, local, or tribal government employees
• Such protections cannot be given up in a pre-dispute agreement to arbitrate
• Federal agencies could seek discipline against officials who ask a contractor to punish a worker
