Creates geothermal permitting ombudsman and task force

Sets up a geothermal ombudsman and task force inside the Bureau of Land Management to oversee and speed up permits for geothermal projects on federal land.

• The Interior Department must name the ombudsman from within the Bureau of Land Management
• The ombudsman settles disputes between the agency and geothermal project applicants
• The task force may move employees from other Interior offices to help finish permits
• Reassigned employees could receive a retention allowance
