Tells the Interior Department to give North Las Vegas and an industrial park owners group permission to build roads and utility lines across federal land at the Apex Project site in Nevada.
- Interior must grant rights for power, water, gas, phone, railroad and highway lines
- The city and park owners group could also get land rights for heavy industry development
- Land at the site stays closed to mineral leasing and other public land uses forever
- Sales of mineral materials dug up during grading are freed from some size and time limits
