Exempts states from air quality penalties for outside emissions

Lets states avoid pollution penalties and fees if they show emissions from outside their control, such as wildfires or pollution from other countries, kept them from meeting federal air standards.

• Applies to areas with severe or extreme ozone problems or serious particle pollution
• States must renew the request at least once every five years
• An area cannot be labeled as failing federal standards if foreign emissions are the cause, including human-caused ones
• Emissions from wildfires and similar events count as outside a state's control
