Lets states use highway standards for small airport pavement

Allows states to use their own highway pavement standards instead of federal ones for runway and taxiway projects at smaller commercial airports, as long as safety is not harmed.

• Applies to airports with 2,500 to 10,000 passenger boardings a year serving planes under 60,000 pounds
• Drops the current requirement that the standards not shorten pavement life
• The Federal Aviation Administration must decide on safety within six months of a state's notice
• The agency can extend that deadline by six months at a time if it explains why
