Lets more people receiving unemployment benefits join state programs that help them start a business, raising the participation cap and widening who can qualify.
- Raises the share of unemployment benefit recipients who can join a state self-employment program from 5% to 10%
- Drops the rule that a person must be likely to run out of unemployment benefits to qualify
- Requires people in the program to certify at least weekly that they are working full-time on a business
- Allows a state-approved business plan and market study to count as required self-employment activities
