Gives territory students in-state tuition rates

Public colleges that receive federal student aid would have to charge in-state tuition and fees to U.S. nationals living in Guam, the Northern Mariana Islands, American Samoa, or the U.S. Virgin Islands.

• Applies to residents of Guam, the Northern Mariana Islands, American Samoa, and the U.S. Virgin Islands
• Students must also be U.S. nationals to qualify
• Covers public colleges and universities that take part in federal student aid programs
• Those students would pay no more than the school's in-state tuition and fee rates
