Extends duty-free treatment for Haiti clothing imports

Keeps no-import-tax treatment for certain clothing from Haiti through December 31, 2028, and refunds duties paid on some shipments since September 30, 2025.

• Extends no-import-tax rules for certain clothing made in Haiti through December 31, 2028
• Tells the President to restore special treatment for goods that lost it after tariff list changes
• Lets importers ask for refunds of import taxes paid on covered goods entering since September 30, 2025
• Customs must pay refunds within 90 days of a valid request
