Changes many federal housing programs to increase housing supply, help renters and homebuyers, and adjust rules for banks, environmental reviews, and housing aid.
- Allows Community Development Block Grant funds to pay for new affordable housing construction
- Makes the Rental Assistance Demonstration permanent and raises its unit cap from 455,000 to 555,000
- Creates a four-year pilot to increase mortgages with principal balances of $100,000 or less
- Bans large investors that control 350 or more single-family homes from buying more for 15 years
