Requires the IRS to use barcodes and scanning or optical recognition to digitize paper tax returns and letters, unless the technology is slower or less reliable than current methods.

• Tax returns prepared on a computer and filed on paper must include a scannable barcode
• IRS must scan those barcodes to turn the return data into electronic form
• IRS must use optical character recognition or similar for paper returns and letters not prepared on a computer
• Not required if the technology is slower or less reliable, with a report to Congress
