Bans members of Congress from buying stocks
Members of Congress, their spouses and dependent children could not buy stocks, and would have to give public notice a week or more before selling.

- Public notice of a planned stock sale must be filed 7 to 14 days ahead
- Fees for breaking the rules are the greater of $2,000 or 10% of the trade
- Some widely held funds and certain trust investments are exempt
