Adds satellite option for emergency alerts
Lets phone providers send wireless emergency alerts over satellites instead of only cell towers, and requires them to tell customers whether they do.
- Providers using the alert system must tell the FCC whether they will send alerts by satellite
- The FCC would set technical standards for satellite emergency alerts
- Providers that opt out must notify new and current subscribers
- Subscribers may choose not to receive satellite alerts
