Creates security working group for foreign threats

Creates a new Department of Homeland Security working group to study and report on security threats related to the Chinese Communist Party.

• The working group must assess and report annually on threats to immigration, trade, and border security
• The Department of Homeland Security must research new security and situational awareness technologies
• The working group will end seven years after being set up
