Allows president to bar ships using seized ports

The President could bar foreign ships from entering the U.S. if they used ports seized by a Western Hemisphere free-trade partner from a U.S. owner, until the dispute is resolved.

• President may block a vessel that called at a U.S. port seized by a Western Hemisphere trade partner
• Ban ends if the country returns the property, pays acceptable compensation, or settles the dispute
• Ships may still enter during an emergency involving the vessel or a person on board
• Entry may also be allowed if a U.S. property owner granted access to a covered facility
