Adds grid security to state energy plans
States must include weather threats, equipment supply risks and local power grid security in their energy security plans, which stay required through 2031.

- Plans must address security of local power lines and the larger power system
- States would no longer need the Energy Department to approve their plans
- The requirement lasts through 2031 and a government audit will review how well the plans work
