Adds energy materials to the critical minerals list

Requires the U.S. Geological Survey to put the same materials the Department of Energy calls critical onto its own critical minerals list within 45 days.

• The Department of Energy keeps a list of materials it considers critical for energy
• That list already includes the minerals on the Geological Survey's critical minerals list
• Under this bill, the Geological Survey must add any other Energy Department materials to its own list
• The update must happen within 45 days of the Energy Department adding a material
