Requires a plan to reorganize a Homeland Security outreach office

Requires Homeland Security to write a plan to reorganize its engagement and outreach office and send it to Congress, and blocks growth of that office until then.

• Homeland Security must send Congress a plan to reorganize its Engagement, Liaison, and Outreach Office
• The plan must name redundant or non-essential jobs, programs, or functions in that office
• Essential functions and staff would move into the Partner Engagement directorate of the intelligence office
• Until the plan is sent and certified as in place, the office's staff, budget, and programs cannot grow
