Makes agencies explain cancelled federal contract solicitations that small businesses could bid on and say whether they will reissue the work or use it elsewhere.
- The Small Business Administration must write rules for these cancellation notices
- Agencies must give a reason for cancelling a solicitation that small businesses could bid on
- They must say if they plan to reissue it and give a time frame
- If they will not reissue it, businesses that bid can get help finding similar contracts
