Ties federal reading grants to 'science of reading' methods
Changes a federal literacy grant program to favor teaching based on the 'science of reading' and to exclude 'three-cueing', which teaches word recognition mainly from pictures and context.
- The science of reading covers phonics, vocabulary, fluency, comprehension and writing
- Grants can no longer pay for three-cueing instruction
- The Education Department and states must give these methods priority for grants
