Adds first-time contractor counts to agency scorecards
Federal agencies would have to report on their yearly small-business contracting scorecards how many first-time prime contracts went to certain kinds of small businesses.
- Agencies must count small businesses that win a prime contract for the first time
- Categories include service-disabled veteran-owned, women-owned, and disadvantaged-owned businesses
- Also includes small businesses in designated HUBZone areas
