Requires plan to improve federal financial management

Requires the Office of Management and Budget to create a four-year federal financial management plan and gives agency chief financial officers new duties.

• The budget office must send Congress a four-year financial management plan within 12 months
• It must then send plans with the first budget after each presidential term starts
• Agency finance chiefs get new duties, including budget execution and risk management
• Agency finance chiefs must report progress each year to agency leaders, Congress, and Government Accountability Office
