Lets agencies pause payments flagged as risky
Federal agencies could temporarily hold, condition or split up payment requests they have documented reason to think are fraudulent, instead of certifying them right away.
- Agencies may pause or split a payment only for the part that looks risky
- The pause must last only as long as needed to check eligibility or accuracy
- The Treasury must send vouchers flagged by its Do Not Pay system back to agencies
- Federal workers acting in good faith would not be personally liable
