Makes federal agencies write and carry out plans to prevent fraud and improper payments in emergency spending, with guidance and review by the Office of Management and Budget.

• Agencies must send fraud-prevention plans to the budget office within one year
• Plans must assess the risk of financial loss from improper or fraudulent payments
• Agencies must watch payments to find and cut improper or fraudulent ones
• Plans must be updated at least every three years and sent yearly to Congress
