Requires recurring reports on urban security funding

Makes FEMA report to Congress every three years, instead of once, about urban areas that used to get federal security grants and could lose security abilities without more help.

• FEMA would report every three years instead of one time
• Reports cover urban areas previously supported by these security grants
• Each report must propose at least three years of money to help them shift to other funding
